This is because some portable power banks will offer an AC outlet that may or may not be compatible with your laptop’s power block; always be sure to check. Some may offer a DC out port or USB-C port to charge your computer.
Understanding the Volts and mAh will give you a good idea of how well the power bank will work charging your computer and other devices.
